Por Qué Pagar?

El mes pasado un familiar fue a sacar su carta de antecedentes no penales , no puedo creer que nos cobren todavia por no ser delincuentes, debe ser un servicio gratuito , asi como sacar nuestra identificacion, es un derecho que como personas decentes tenemos , se me hace una injusticia tener que pagar para demostrar que somos personas honradas.
